Product Care Association (PCA) is a non-profit, industry association that operates "product stewardship" (recycling) programs across North America, for products such as fluorescent lamps. PCA is now in the process of setting up a program in Quebec for the collection and recycling residential, commercial and industrial mercury containing lamps.

PCA is looking for a Quebec based Program Director to assist in the development, coordination, implementation and ongoing operation of the program.

Product Care is seeking a candidate who:

• has experience and knowledge of The QC commercial lighting distribution and relamping industry,
• can use this knowledge and experience to enable Product Care to work with existing stakeholders and businesses to develop and manage a province-wide collection and recycling system for end-of-life lamps.
• Will assist PCA in indentifying and communicating with enterprises (manufacturers, distributors, retailers and others) obligated under the QC regulation, and providing them with information about participating in the program
• Will assist PCA in working with major stakeholder groups such as Hydro Quebec, municipalities, retailers, consumers, building management industry.
• Will research and consult with existing service providers and infrastructure and then lead in the negotiation and contracting with service providers to establish the collection and transportation and processing system
• Will provide ongoing oversight, management and coordination of the system after the program begins in July 2012 including a tracking and reporting system
• Will assist PCA in establishing an outreach and education program
• Will assist in administrative matters relating to the QC program including preparation of reports and reviewing accounts payable relating to the QC program
• Has working knowledge of Microsoft office including excel, word, PowerPoint and database entry is required as tracking and reporting is integral to this position.
• Supporting PCA management in working with QC regulators Recyc Quebec, MDDEP, the Oversight Committee and with other QC based stewardship programs
• Help PCA organize and hold meetings of a QC LightRecycle Advisory Committee
• Is fluent in French including good writing skills, and has a good working ability in English

The position will report to PCA senior management based in Vancouver. Experience in the lighting industry and knowledge of lighting equipment is preferred. Strong people and communication skills would be an asset as is working with stakeholders such as electrical contractors, retailers, wholesalers and manufacturers. Travel within Quebec will be required for this position and the candidate requires access to a car on a daily basis. Occasional travel to Vancouver and other locations may be required.

Preferred location for the position is in the Montreal area, however other locations will be considered. Candidates should also advise if they are able to provide and work from a home office setting.
